Bin-Dependance Day delayed one day
LOWELL -- Monday's snowstorm has forced a delay in the city's new trash collection program, dubbed "Bin-Dependence Day."
City Manager Bernie Lynch said trash pickup would go to a holiday schedule for the remainder of the week.
"From what we've seen, there was a great deal of cooperation," Lynch said, adding that the program was to start on Monday in Pawtucketville. "We saw the new trash barrels out there, along with a lot of recycling, but the snow has forced us to push everything back a day."
Lynch advises residents to pull their trash barrels and recycling bins away from the curb so snow plows can clear the streets. Pawtucketville residents, who usually have their trash picked up on Monday, will have their trash picked up on Tuesday this week."

Snow tapering off
LOWELL -- Poor visibility and a dense snow falling at a rate of one inch per hour led to a messy and slow Monday morning commute throughout Greater Lowell and eastern Massachusetts.
By 9 a.m., the National Weather Service estimated that about 8 inches of snow had already fallen in Lowell and more in the suburbs. By the time the snow begins to taper off mid-morning, the weather service estimates the Merrimack Valley will be buried by nearly a foot.
Weather service spokesman said the biggest worry is the visibility on the roadways with the driving snow and temperatures in the 20s, "it's sticking to the road.''
And windshields. Numerous vehicles pulled off roadways this morning as drivers tried to remove crusty ice and snow from windshield wipers.
Officials also report a number of spin outs, but no serious accidents.
In a non-storm related event, Lowell City Hall is closed for the day after a transformer blew in the basement of the building, according to Assistant City Manager T.J. McCarthy. National Grid expects to have the problem fixed so that City Hall will reopen Tuesday.

The latest forecast
Forecasters say the snowflakes destined for the streets of Lowell on Sunday will be few and far between, but don’t go to bed feeling too confident about the weather on Sunday night..
About midnight, the serious snow will begin, and by the time you wake up, the National Weather Service is Taunton says this area will have an estimated 11 inches of snow.
A Nor’easter is to blame, and while some parts of the state could see less snow and more sleet or rain, Greater Lowell appears to be sitting right in the storm’s crosshairs.
Forecasters said there will be flurries today, but little more, as the area could get a dusting in the late morning.
Snow will fall quickly overnight, though. It will begin to taper off Monday morning or Monday afternoon.
The morning commute tomorrow could be very ugly, with plenty of snow accumulated, plenty more following, and low visibility as a result.
Winds of 15 to 20 mph could make things even worse later Monday by causing drifting, as temperatures stay well below freezing.
Most local communities are already looking into their wallets and wondering where more snow removal money will come from, as lots of snow this year have sapped such budgets even as financial crises abound.

Lowell issues parking ban
Lowell Police have issued a snow emergency parking ban effective Sunday at noon.
Two storms are expected to hit the region Sunday, bringing up to a foot of snow.
There shall be no parking on the city streets from 12:00 p.m. until the police lift the ban.
Vehicles parking in violation of such ban will be towed at the owner’s expense.
Residents who do not have access to off-street parking can park for free at the Ayotte Garage next to the Tsongas Arena.
